일본의 ‘경제안보’외교와 한일관계: 아베정권기 관저-자민당-여론의 연계정치를 중심으로

본 논문의 목적은 아베 정권기에 한일갈등에 대한 대응책으로써 수출규제강화조치를 취하게 된 국내정치과정을 분석하고자 하는 것이다. 아베 정권기의 대한외교정책은 기존의 한일관계에 변화를 가한 것으로서, 한일관계가 경로의존성에서 벗어나게 된 원인으로서 일본외교정책결정과정의 변용에 대해 논하려고 한다. 아베 정권기 확립된 관저주도체제는 비등한 반한 여론을 수렴한 자민당의 영향력을 바탕으로 경산성의 경제안보정책 아이디어를 활용하여 대한외교정책을 도출해냈다. ‘경제안보’정책에 대한 관심이 증대하는 국내외 정치환경의 변화와 더불어 여론 수렴형으로 이루어진 관저주도 외교정책결정이 정경분리 대응 기조의 한일관계에 변경을 초래하는데 영향을 미쳤음을 밝히고자 하였다. 본 논문의 구성은 다음과 같다. 서론에서는 경제안보정책의 등장과 일본외교의 변용을 개관하고, 2장에서는 한일갈등과 아베 정권기의 정책결정 메커니즘에 대해서 살펴보고 있으며, 3장에서는 관저주도 외교정책결정과정에서 ‘경제안보’ 정책아이디어를 채택하는 과정을 분석하고 있다. 4장에서는 한일관계 이슈와 관련하여 자민당 선거와 여론정치를 분석하고, 마지막 결론에서는 관저주도 정책결정이 경산성의 정책아이디어를 채택함으로써 여론을 수렴하는 형태로 실현되었다는 점을 고찰하였다. 한일 과거사 문제에서 비롯된 아베 정권기의 ‘대한수출규제’ 조치는 기존의 ‘정경(政經)분리’ 기조 하의 정책결정 메커니즘에서 벗어난 외교적 대응이었다. 결론적으로, 아베 정권기의 대한외교정책이 한국에 대해 악화된 여론을 수렴하여, 다가올 참의원 선거(2019년 7월) 전략의 일환으로 자민당과 경산성, 관저주도로 이루어져 기존의 한일관계에 변용을 초래하였음을 규명하였다.
Abstract
This paper critically examines the transition process of Japanese diplomacy, focusing on the policy-making mechanism led by the Prime Minister's Office'. The primary goal is to analyze Japan's domestic political process for responding to conflicts between Korea and Japan, including historical issues. As interest in "economic security" policies has increased along with changes in the domestic and foreign political environment, the Prime Minister-led foreign policy decision has brought about a change in Korea-Japan relations based on the separation of politics and business. Specifically, in this context I will discuss the role of media politics and the LDP(Liberal Democratic Party) trying to influence elections through foreign policy. The structure of this paper is as follows: the introduction explores the evolution of Japanese diplomacy, Chapter II scrutinizes the policy-making mechanism of the Abe regime concerning the Korea-Japan conflict, and Chapter III analyzes the process of transitioning to 'the Prime Minister's Office-led' foreign policy to actualize 'economic security' policy ideas. Chapter IV dissects LDP elections and public opinion politics. Finally, the conclusion(Ch.V) posits that 'the Prime Minister's Office-led' policy decision-making process was realizing the policy ideas of the METI in a manner that incorporates public opinion. The diplomatic response of the Abe administration, manifested in the 'export restrictions on Korea' due to historical issues between Korea and Japan, deviated from the existing policy-making mechanism based on 'separation of politics and business'. In conclusion, the Abe administration's Korean foreign policy gathered worsening public opinion about Korea and transformed the existing Korea-Japan relationship by making policy decisions led by the LDP, the METI, and 'the Prime Minister's Office' as part of the upcoming upper house election (July 2019) strategy.
