일본 국립대학 간 연계 현황 및 우리에의 시사점

Abstract

As the school-age population plummeted and the shortage of university admission resources due to the preference of universities in the metropolitan area continued for a long time, not only small and medium-sized national universities in the provinces, but also the base national universities faced a crisis. The decline in the school-age population is not only related to the crisis in universities, but also to the crisis in the local community and even the country. In order to cope with this crisis, there is an active movement aimed at networking by connecting universities horizontally between universities and universities in recent years, even within universities that have been relatively conservative of changes. This movement is accelerating beyond time and space thanks to the development of information technology and distance education, and its forms and contents are also diversifying. Currently, in order to respond to real crises such as lack of admission resources and insufficient finances and the changing new environment, each national university is of the opinion that it is necessary to connect with each other and move toward mutual coexistence among universities such as education, research, student guidance, and administration. This paper aims to analysis and implications on system of alliance between national universities in Japan, which have an educational culture and laws and systems similar to ours in higher education, and derive implications for us from them. In the case of Japan, this year has been 20 years since national universities were incorporated under the purpose of strengthening the autonomy and functions of national universities. With this opportunity, as of 2024, active discussions on achievements and tasks are underway in Japan. It will be meaningful to review the discussion situation in Japan now that there are major changes in the domestic and foreign environment surrounding higher education.
