Abstract
This study explores the operational principles and sustainability of culture-led urban regeneration through the case of the Blueprint Cultural & Creative Park (BCP) in Tainan, Taiwan. BCP was born by re-materializing the collective memory of the Blueprint installation art, which gained popular acclaim on Haian Road in 2004 but was later demolished, into the idle space of the former judiciary dormitory site. Drawing on Halbwachs' concept of collective memory, Relph's notion of placeness, and Massey's idea of relational place, this study analyzes the operational dynamics and sustainability challenges of BCP. The findings identify three core drivers: strategic branding of urban memory, industry-government-academia collaborative governance, and organic integration with urban context. Simultaneously, the study diagnoses sustainability challenges such as excessive commercialization and gentrification, proposing policy alternatives including identity management systems, integrated urban planning, and strengthened curatorial governance. By examining urban regeneration from a cultural studies perspective, this research demonstrates that place is not merely physical space but a dynamic construct of memory, narrative, and relationships.
