Abstract

In 2021, the European Commission proposed legislation to regulate artificial intelligence(AI). The European Commission, parliament, and member state representatives agreed on the EU AI bill in December 2023. The AI Bill presents an international standard for AI in that it seeks to propose principles and vision for regulation of AI in relation to human rights, democracy, and the rule of law. The problem is that although the EU's AI bill includes various social demands, it still has certain limitations. Additionally, questions have recently been raised within the EU about how to evaluate the influence of AI on human rights, democracy, and the rule of law. Starting from these problems, this paper critically evaluates the contents of the EU's AI bill and considers the future direction of the AI bill in terms of so-called law enforcement, democracy, and rule of law.
