Abstract
(Background and Purpose) The design competition, a method, and procedure for a design project, to review and determine each proposal from designers to ordering agencies, should be operated in an orderly and fair manner under three standards: transparency, equal treatment with non-discrimination, and fairness. Furthermore, arguments on specific directions to ensure that these standards are being continuously discussed, both domestically and internationally for each era and region, are imperative. This study aims to understand the German design competition process simultaneously to present specific measures for the development of domestic design competition operations in Korea. (Method) First, a review of domestic research trends on design competitions was conducted. From the literature review, this study performed a theoretical analysis of the current status of design competitions, judging committees, and achievements in Germany. Subsequently, it investigated the German cases of the design competition for the Masterplan Beckersberg and the Stuttgart University Dormitory. It analyzed the pre-workshop for residents, the public briefing for the residents and the screening phase of the design plans, composition of the judging committee with the standard for contract negotiation, and the examination report with evaluation content announcement in the German cases of the design competition. Significantly, the case study subjects selected were different scaled projects for city and architecture, and they were all recently promoted in the form of realization and idea competition and limited competition. (Results) Based on theoretical consideration and case study process from the promotion method, screening phase, residents, and participating entities, the following methods and strategies were derived: First, it is necessary to operate design competitions in various formats and use various promotion methods. Second, the mixed composition of the judging committee and detailed content with a structure for design results should be prescribed explicitly through the process of social consensus. Third, diverse activities for residents should be accompanied by design competitions. Fourth, participants in a design competition must propose design suggestions based on the evaluation and opinion of communities and residents. Fifth, the standard for contract negotiation based on the design competition process must be disclosed in advance, and the examination report should be open to the community. (Conclusions) The results are significant, both academically and practically, since they have been derived through an analysis of the advanced and implemented case studies from overseas, regarding the operation methods and strategies for the design competitions in the fields of architecture and urban design. It is also notable in terms of the accumulation and differentiation of spatial design knowledge information.
