2010년대 중반 전 세계적으로 선풍적인 인기를 끌었던 개인형 이동장치(PM)는 우리나라에서도 각광 받았다. 이용 초기 그 편의성으로 인해 많은 사람들이 이용하게 되었다. 문제는 무면허와 10대 청소년들이 무 변별하게 사용하여 각종 사고가 끊이지 않았다. 특히 전동킥보드 관련 교통사고는 2017년 117건에서 2024년 2,232건으로 7년 만에 20배 이상 증가하였다. 사고의 34%가 무면허 운전이었고 이 중 67%가 10대 청소년이었다. 교통수단에 있어서 자동차가 대다수를 차기 하고 있기 때문에 자동차를 중심으로 법과 제도를 수립하고 있다. 아직까지 전동킥보드는 자동차의 역할에 미치지 못하기 때문에 법과 제도적 보호를 제대로 받지 못하고 있다. 도심은 주차나 통행에 있어서 제약이 있기 때문에 인도 위에 방치되고 안전교육과 이용규제의 미비로 인해 빈번하게 사고가 발생하고 있다. 전동킥보드에 관련된 부처로 경찰청, 국토교통부, 산업통상자원부, 행정안전부 등이 있다. 도로 통행에 관해서는 다른 교통수단과 마찬가지로 경찰청이 담당하는 게 타당하지만 개인형 이동장치의 안전이나 관리에 대해서는 소관 부처가 명확하지 않다. 따라서 개인형 이동자치 이용이 레저용에서 근거리 교통수단으로 확대되고 있어 안전을 책임지고 관리할 부처를 명확히 할 필요성이 있다.
Abstract
Personal mobility devices (PMs), which gained explosive popularity worldwide in the mid-2010s, also gained popularity in Korea. Their initial convenience led to widespread adoption. However, the indiscriminate use by unlicensed drivers and teenagers led to a steady stream of accidents. In particular, electric scooter-related traffic accidents increased more than 20-fold in just seven years, from 117 in 2017 to 2,232 in 2024. Unlicensed drivers accounted for 34% of these accidents, and teenagers accounted for 67%. Because cars account for the majority of transportation, laws and regulations are established with a focus on automobiles. However, electric scooters still lack the legal and institutional protections of automobiles, as they fall short of the requirements of automobiles. Parking and traffic restrictions in urban areas often lead to them being abandoned on sidewalks, and a lack of safety education and usage regulations frequently leads to accidents. The ministries responsible for personal mobility devices (PMs) include the National Police Agency, the Ministry of Land, Infrastructure and Transport, the Ministry of Trade, Industry and Energy, and the Ministry of the Interior and Safety. While the National Police Agency, like other modes of transportation, is responsible for road traffic, the safety and management of PMs remains unclear. Therefore, as the use of PMs expands from leisure to short-distance transportation, there is a need to clearly define the agency responsible for safety and management.
