러시아연방의 구성주체인 각 지방의 분권화가 이뤄지면서 국제적인 경제주체로서 러시아 지역의 역할이 점차 증대되고 있다. 러시아 각 지역의 하부구조와 경제적 특수성을 감안한다면 직접적인 대외교류에 용이한 여건을 갖춘 수송, 교역, 생산 및 금융의 중심지가 상대적으로 세계경제로의 편입 가능성이 높은 지역이 될 것으로 쉽게 짐작해볼 수 있다. 이러한 맥락에서 본 논문에서는 구 소련과 마찬가지로 현재에도 여전히 수송과 교역중심지이며, 유럽 및 발트 국가 등 인접국가들과의 대외경제교류가 활발한 상트 페테르부르그의 세계경제로의 통합가능성을 집중적으로 분석하고 있다. 유럽과의 교역추세, 외국인직접투자, 과학기술잠재력, 우수한 전문인력 등을 감안할 때 상트 페테르부르그의 발전잠재력은 계속 증대할 것으로 전망된다. 그러나 페테르부르그가 보다 글로벌화되기 위해서는 기존 페테르부르그 경제의 구조조정을 통해 교역, 수송 및 금융중심지에 걸 맞는 전략적인 분야를 중점 육성하는 성장전략을 수립할 필요가 있다.
Abstract
This paper examines role of St. Petersburg in the process of Integration of Russia into the World Economy. St. Petersburg is also one of the component of Russian Federation, but St. Petersburg is comparatively in a good position in contrast to many other Russian regions and is one of the most important regions of Russia in terms of economic potential. At present St. Petersburg is well functioning as a important center in terms of transportation infrastructure, trade, production and Financing in the Russian Federation since former Soviet Union. St. Petersburg has always cooperated with European countries during its entire history. Therefore I assume that in the future St. Petersburg plays an important role as contact point between Russia and its adjacent countries - i.e., European and Baltic countries. The paper provides explanation about the reasons for possibility of economic growth of St. Petersburg. In chapter Ⅱ, I tried to explain geo-economic conditions of St. Petersburg in detail and analyze the potential of the St. Petersburg. In chapter Ⅲ, I tried to analyze the role of St. Petersburg and the possibility of economic development of the city in the near future. In this paper I suggested a number of policy options. St. Petersburg has to exploit its qualified labor force when attracting foreign direct investment and creating favorable business environment. In order to be integrated into the World Economy in the near future, St. Petersburg also has to restructure its economy and to establish strategic plan to develop the transportation infra- structure, Scientific and technological potential of city, and role as a trading center in the northern part of Russia.
