지구촌의 각국은 각기 처한 정치적 경제적 사회적 문화적 그리고 역사적 상황이 다르며, 그 다른 상황에 따라 보훈제도를 운영하고 관리하며, 발전시켜 왔을 것이고 그리고 각 나라마다 그 장점을 살리고 단점 보완하면서 그 제도를 유지하고 있을 것이다. 이러한 상황에서 본 연구는 우리나라와 가까운 일본이 어떻게 보훈제도를 운영하고 관리하며 발전시켜 왔는지 그 역사를 검토하고 그 결과에 대해 분석해 봄으로써 그 시사점을 통해 우리의 보훈체계를 한 단계 격상시킬 수 있는 계기와 함께 매우 유용하며 아울러 의미 있는 결과를 도출하였다. 본 일본 보훈제도의 연구로부터 얻은 시사점은 첫째, 보훈업무의 확대와 자치단체의 역할이 증대되어야 한다는 것이다. 둘째, 국민들의 보훈문화에 대한 인식의 전환과 보훈문화의 확대가 필요하다는 것이다. 셋째, 보훈 단체의 활동이 필요하고 그리고 활동이 활발하게 이루어져야 한다는 것이다. 넷째, 의료보호와 장의에 대한 지원시설이 확대되어야 한다는 것이다. 다섯째, 보훈대상자 개개인의 보상에 대한 범위가 확대되어야 한다는 것이다.
Abstract
Each country in the world has a different political, economic, social, cultural and historical situation. Depending on the different circumstances, the veterans' system would have been operated, managed, and developed. In addition, each country maintains the system while preserving the advantages of the veterans’ system and supplementing the disadvantages. In this situation, the study examines how Japan, close to Korea, has operated, managed, and developed the veterans’ system. I also would like to review the history of the Japanese veterans' system and analyze the results. Based on the results of the analysis, I would like to find implications Through the study, I intend to provide an opportunity to upgrade Korea's veterans system to the next level. In addition, it is to lay the foundation for the veterans' system, which is very useful to Korea and can have meaningful results. The implications obtained from the analysis of the Japanese veterans’ system in the study are that, first, the expansion of the veterans' work and the role of local governments should be increased. Second, it is necessary to change people's awareness of the culture of veterans and expand the culture of veterans. Third, the activities of the Veterans' Organization are necessary and the activities must be actively conducted. Fourth, to support facilities for medical care and funeral services should be expanded. Fifth, the scope of compensation for individual veterans must be expanded.
