Abstract
Modern warfare has evolved beyond physical confrontation into a battlespace of perception, emotion, and cognition. Among strategic-level non-kinetic instruments, propaganda has re-emerged as a critical psychological mechanism that shapes the beliefs, emotions, and behavior of combatants. This study focuses on the German-Soviet War during World War II and analyzes how Nazi Germany’s propaganda strategies affected the psychology and actions of soldiers. The aim is to demonstrate that propaganda functioned as a key element of warfighting strategy, not merely as a supplementary communication tool. Two hypotheses are proposed. First, that “propaganda significantly influenced the value systems and behavioral patterns of soldiers.” This is tested through analysis of Goebbels’s media strategy, ideologically driven group education, the deployment of propaganda companies, and the repeated injection of messages on the battlefield. These elements are examined for their impact on the formation and maintenance of combat motivation. Second, propaganda functions as a strategic-level non-kinetic instrument in contemporary warfare. We theorize the pathways by which wartime propaganda mechanisms are reconfigured within today’s cognitive-warfare environment (digital media, platformed networks, algorithmic amplification). For clarity, strategy here denotes an upper-level design that integrates diplomatic, informational, military, and economic instruments, with propaganda situated in the informational, non-kinetic domain. The findings confirm that Nazi propaganda played a decisive role in shaping combatants’ internal perceptions, moral judgment, and combat behavior. The study also categorizes soldiers’ responses into three types —internalization, skepticism, and psychological breakdown—based on primary sources such as letters, memoirs, and testimonies. By linking classical propaganda frameworks with modern cognitive warfare environments, this research provides theoretical and practical
