건강장애학생 온라인 교육 프로그램의 민원 특징 분석: 누가 무엇을 왜 묻는가?

연구목적: 본 연구의 목적은 건강장애학생을 대상으로 하는 온라인 교육 프로그램에서 어떠한 민원이 발생하고 어떻게 처리하는지 등을 탐색한 기초 연구이다. 연구방법: 전국 16개 시·도교육청 소속의 중·고등학교 건강장애학생이 학습권 보장 및 유급 방지의 목적으로 활용하고 있는 온라인 교육 프로그램 운영 중에 발생한 2,190건의 민원에 대해 빈도 분석과 텍스트 마이닝(키워드 분석 및 텍스트 네트워크 분석)을 수행하였다. 연구결과: 분석 결과, 해당 온라인 교육 프로그램의 운영 안내와 관련된 민원이 3월에, 학교생활기록부 기재와 관련된 민원이 7월에 많이 발생하였는데 대부분의 경우 즉시 응답이 가능한 단순 질의 민원에 해당하였다. 또한 입교 학생의 소속 학교 관리교사로부터 민원이 가장 많이 발생하는 것으로 나타났다. 결론: 본 연구의 결과를 통해 민원 응대 및 처리 등을 비롯한 건강장애학생을 위한 온라인 교육 프로그램의 민원 운영 개선 방안을 제시함과 동시에 건강장애학생 교육 지원 제고의 필요성을 제시하였다.
Abstract
Purpose: This paper explored the nature of inquires generated while operating an online educational program for students with health impairments such as blood cancer and other rare diseases. Method: Data were collected from 2,190 inquires recorded during the first semester of 2019 and grouped by four criteria; 1) inquiry type, 2) period(month), 3) inquirer, and 4) response type. Frequency analysis with statistical comparisons using Chi-square test and text mining(keyword analysis and text network analysis) was used. Results: The main result of this paper was that administration related inquiries, the most frequent ones, are largely occupied by admission and leaving issues and are mostly generated in March(beginning of the semester). Moreover, this inquiry type was broadly raised by all types of inquirers compared to other inquiry types. Second, evaluation and records related inquiries were the second most frequent and noticeably generated by managing teachers responsible for the NEIS record in July(the end of the semester). Third, in terms of inquiry response, more than 95% of them were answered immediately. Conclusion: Results of this paper may provide useful information to educational experts when they design and operate a customized online educational program for students with special needs.
