Abstract
Since establishing the ‘Commendation Medal’ in April 1947, North Korea introduced and continuously expanded the commendation system in the North Korean Army until the Korean War. On October 12, 1948, the National Flag Medal was established for the first time, and on June 13, 1949, the Military Merit Medal was introduced. The North Korean Army’s commendation system developed rapidly in the early days of the Korean War. On June 30, 1950, the Supreme People’s Assembly established a new title of Hero, and on July 1-13, the Honor Medal of Honor, the Order of Freedom and Independence, and the Order of Yi Sun-sin were newly introduced. The number of recipients of the National Flag Medal and the Military Merit Medal, which had been introduced before the war, also increased rapidly immediately after the war. North Korea awarded commendations to 1,169,398 people during the Korean War, including 718,712 North Koreans and 450,686 Chinese. The most common commendation was the Military Merit Medal, which was awarded to 81.7% of all recipients, followed by the Medal of Honor, which was awarded to 10.9%. The highest honor, the Order of the National Flag, was awarded to 6.6%, and the highest honor, the title of Hero, was awarded to 481 North Koreans and 10 Chinese. Compared to the North Koreans, the Chinese received most of their medals and decorations from North Korean commanders at the front. In addition, the Supreme People’s Assembly delegated the commendation authority to the Minister of National Defense, division commanders, and guerrilla unit commanders six times between 1950 and 1951. In particular, North Korea planned to solidify its victory by creating model soldiers by largely delegating the commendation authority to frontline commanders at a time when the North Korean Army was determining the outcome of the war. After the armistice agreement was signed, North Korea began to establish a peacetime system by centralizing all commendation authority that had been delegated to the Ministry of National Defense on August 31, 1953.
