북한의 정치세력은 6·25전쟁 이전에 군사원호사업의 모델을 제2차 세계대전시기 소련·중국·일본에서 찾았고, 각국에서 추진한 군사원호사업의 특징과장단점을 분석한 뒤 이를 해방 이후 북한에 적용했다. 이들은 1946년부터애국미헌납운동과 건국사상총동원운동을 추진해서 주민들의 자발성에 호소하는 방식으로 정권 운영에 필요한 양곡·임금·금품을 헌납받았다. 북한 지도부는2년 동안 대중적 동원운동을 진행하면서 축적한 경험을 통해 동원의 수단과방식을 체계화한 뒤에 이를 군사원호사업에 적용했다. 북한의 군사원호사업은 군인들을 정신적·물질적으로 후원하고 청년들을 군대의 보충역으로 양성하며 무기구입기금을 축적하는 군사적·경제적 성과를 거두었다. 북한정부는 이를 통해 북한군의 전력을 급격히 증강할 수 있었고 전시에필요한 예비병력을 양성할 수 있었다. 이와 함께 군사원호사업은 북한 주민들을 정부의 정책에 긴밀히 결속시켰다. 북한은 군사원호사업에 참여한 미담사례와 모범적인 노동자·농민·여성을 애국자로 격상시켜 대대적으로 선전했다. 이 같은 미담과 모범사례는 이를 접한 주민들이 군사원호사업에 더 많이 동참하게 되면서 확대, 재생산되었다. 그 결과 북한 주민들은 정부의 정책에 자발적으로 동참해서 성과를 보이면 애국자가 될 수 있다는 인식을 갖게 되었고 북한정부는 군사원호사업을 통해 주민들을 동원체제에 익숙하게 만들었다.
Abstract
North Korea’s political power sought models for military support from the Soviet Union, China, and Japan during World War II, analyzed the characteristics and pros and cons of the military support projects promoted by each country, and applied them to North Korea after liberation. From 1946, North Korea’s political power promoted the Patriotic Rice Donation Movement and the National Foundation Ideology General Mobilization Movement, appealing to the spontaneity of the people to collect grain, wages, and money necessary for the operation of the regime. In addition, they discovered exemplary “heroes” from various classes and strata and collected encouraging stories from each region to publicize to the people. The North Korean leadership systematized the means and methods of mobilization through the experience accumulated while conducting a mass mobilization movement for two years and applied them to the military support projects. North Korea’s military support projects achieved military and economic results by supporting soldiers mentally and materially, training young people as supplementary forces for the military, and accumulating funds for weapons purchases. Through military support activities, the North Korean government was able to rapidly increase the power of the North Korean military and train reserve forces necessary for wartime. In addition, the military support projects closely tied North Korean citizens to government policies. The North Korean government and the Workers’ Party of Korea publicized favorable stories and exemplary workers, farmers, and women who participated in the military support projects as “patriots” and “heroes” and promoted them extensively. These favorable stories and exemplary cases were reproduced and expanded as more citizens who encountered them participated in the military support projects. As a result, North Korean citizens came to realize that they could become patriots and heroes if they voluntarily participated in the government’s policies and achieved results, and the North Korean government familiarized citizens with the mobilization system through fund donation campaigns.
