EU의 탄소중립산업법안은 전략적 탄소중립 기술 관련 산업을 지원하는 것을 주요 내용으로 하고 있다. 이 법안은 태양광발전, 풍력발전, 배터리·저장, 열펌프·지열에너지, 전해조, 바이오 메탄, CCS, 그리드와 같은 8개의 전략적 탄소중립 기술을 선정하여 EU 역내 생산 목표를 설정하고, 관련 탄소중립 기술 제조 프로젝트의 지원을 위한 규제 간소화, 투자 촉진, 인프라 구축 방안 등의 내용을 담고 있다. 이를 통해 EU는 2030년까지 EU 역내 탄소중립 기술에 대한 연간 수요의 최소 40% 이상을 자체적으로 생산하는 것을 목표로 설정하고 있다. 이 법안에서 주목할 내용은 EU 탄소중립 플랫폼의 설치로, 이 플랫폼은 집행위원회와 회원국 간의 소통뿐만 아니라 관련 전문가나 제3국과의 소통도 가능하도록 하여 탄소중립산업에 관한 전반적인 업무가 진행되도록 하고 있다. 이 법안은 유럽의회와 이사회의 동의를 거쳐 최종 확정될 것으로 보여, 우리나라도 적절한 대응이 필요해 보인다. 특히 기후위기시대의 탄소중립 실현이라고 하는 과제의 이행에 있어서, 우리나라도 탄소중립산업의 발전을 도모하는 체계적이고 종합적으로 대응해야 할 것이다. 이를 통해 향후 국제사회에서 탄소중립산업을 적극적으로 주도해 나가도록 해야 할 것이다. 무엇보다 탄소중립산업이 향후 탄소중립을 실현하는 열쇠가 될 수 있다는 점에 주목해야 할 것이다.
Abstract
The main content of the EU's Net Zero Industry Act is to support industries related to strategic carbon neutral technology. This bill selected eight strategic Net-Zero technologies: solar power, wind power, batteries and storage, heat pumps and geothermal energy, electrolyzers, biomethane, CCS, and grid. This sets production targets within the EU and includes measures to simplify regulations, promote investment, and build infrastructure to support related Net-Zero technology manufacturing projects. Through this, the EU is setting a goal to produce at least 40% of the annual demand for Net-Zero technology within the EU by 2030. A noteworthy aspect of this bill is the establishment of the Net-Zero Europe Platform, which will enable communication not only between the Commission and member states, but also with relevant experts and third countries, so that overall work on the Net-Zero industry can proceed. I'm doing it. This bill is expected to be finalized with the consent of the European Parliament and the Council, so Korea also needs to respond appropriately. In particular, in implementing the task of realizing carbon neutrality in the era of climate crisis, Korea must also respond systematically and comprehensively to promote the development of the Net-Zero industry. Through this, we will need to actively lead the Net-Zero industry in the future international society. Above all, it is important to note that the Net-Zero industry can be the key to realizing carbon neutrality in the future.
