Abstract
In the winter of 1917-8, people in revolutionary Russia and the world witnessed a drastic transition from a democratic diplomacy, championed by the Bolshevik government in the post-October revolutionary period, to the traditional one that had been molded by European international relations since the Westphalia system began in the seventeenth century. This paper is an attempt to understand this transition. Immediately after the Bolsheviks came to power, they presented a new method of diplomacy to the world, epitomized in their critical declaration “Decree on Peace.” It can be characterized as democratic, as it called for openness and transparency in diplomacy and treated public opinion as the most important factor in diplomatic decision-making. Such democratic diplomacy, however, did not survive the harsh realities of international relations in January and February 1918: a German military presence and the ‘cold’ reaction by the Entente powers. Lenin understood these realities sooner than anyone else in the leadership and took a more conventional approach to international politics, namely, harnessing possible conflicts between Germany and the Entente to maintain the revolution in Russia. This realist strategy ultimately saved the revolution, but cost its new democratic experiment and ideals in the sphere of diplomacy.
