Abstract
The amendment to the Law on Non-Profit Organizations in Kyrgyzstan, commonly referred to as the Foreign Representatives Law, approved by President Japarov on April 2, 2024, has significant implications for the development of the country’s civil society and democracy. This study analyzes the legislative background, key provisions, and socio-economic impacts of the law, evaluating its negative effects on Kyrgyz society as a whole. The Foreign Representatives Law imposes excessive reporting requirements and excessive government oversight, particularly targeting NGOs reliant on foreign funding, thereby threatening their sustainability. As a result, the provision of essential public services such as education, healthcare, and social welfare is likely to be curtailed, weakening the role of NGOs in promoting transparency, accountability, and human rights. Moreover, the law risks reducing international aid and foreign investment, exacerbating economic challenges, and diminishing Kyrgyzstan’s international standing. This study highlights the inconsistency of the Foreign Representatives Law with international human rights norms and democratic principles and advocates for legal reforms. It further recommends enhanced collaboration between the Kyrgyz government, civil society, and international stakeholders to foster a more inclusive and democratic environment.
