Abstract
In response to the recent stagnation of local economies and the weakening competitivenessof small businesses, local currency systems have gained attention as a means to stimulatelocal consumption. By being usable only within designated regions, local currencies helpprevent capital outflows and promote internal economic circulation. While previous studieshave primarily focused on micro-level analyses—such as specific regions or consumerresponses—there has been limited research on their nationwide, macro-level effects. This study analyzes the macroeconomic impact of local currency issuance on credit cardspending using panel data across South Korean provinces (si/do) from 2010 to 2022. Theresults show that local currency issuance has a statistically significant positive effect on creditcard spending in most model specifications. This suggests that local currencies may lead toan actual increase in consumption through income effects or liquidity expansion, rather thanmerely substituting consumption locations. Furthermore, a structural change in thedeterminants of credit card spending is observed after the 2018 policy shift, indicating thepotential for local currency policies to alter broader consumption patterns. A regional comparison reveals that the consumption-boosting effect of local currencies isstronger in the Seoul Metropolitan Area than in non-metropolitan regions, and within thecapital region, Seoul shows greater effects compared to other metropolitan areas. Thesefindings empirically demonstrate that local currencies can go beyond simple substitutioneffects and increase total consumption volume. Unlike previous studies, this research offers amulti-layered understanding of the policy impacts of local currencies and emphasizes theneed for a differentiated support system that considers sustainability and regional disparities. In conclusion, this study highlights the potential of local currencies as a strategic tool forbalanced regional development and suggests that effective institutional design andregion-specific policy implementation are essential for maximizing their impact.
