초록
Using resolution data collected since 2012, this study aims to analyze the factors influencing the decisions of the Juvenile Offense Board regarding the release of delinquents. As a result of binary logistic regression analysis, the following variables are confirmed as statistically significant influencing factors in the models: time elapsed since the offense date, high school student status, specialized high school attendance of delinquents, use of physical force, financial damage due to delinquency, and the victim's intention to punish delinquents. Criticisms against the Juvenile Offense Board have been raised, suggesting that decisions on whether delinquents should be released can vary depending on the police officer's discretion; the study shows that this criticism has an empirical basis. In the analysis results considering the impact of four different police officers as clusters, the significance of four variables was additionally confirmed: gender, offending at night, accomplice status, and parents' cohabitation status. Rather than comprehensively reviewing the risk factors and protective factors qualified in the literature for each socialization unit, such as family, school, friends, and community, the focus is mostly on factors related to offending in the decision-making process of the Juvenile Offense Board, such as whether the victim expressed their intention to punish the perpetrator, whether the victim suffered financial damage, whether the delinquent exercised physical force, whether they were an accomplice, and whether the offense occurred at night. The significance of this study lies in its quantitative analysis of the Juvenile Offense Board, which has been continuously and actively implemented in police practice since 2012, despite limited empirical review. More quantitative research will continue in the future to address the limitations of data collection and explore the effectiveness of the Juvenile Offense Board in juvenile delinquency from various perspectives.
