일본 시민사회와 인도주의의 두 가지 유형

Two types of ‘humanitarianism’ in Japanese civil society

초록

본 논문은 국가와 시민사회의 관계 맥락에서 시민사회의 국익과 보편적 공익추구 사이의 갈등을 일본 내 북한관련 시민사회 활동을 통해 살펴본다. 국경을 넘은 시민사회 활동은 그 정체성에 따라 내셔널 시민사회와 트랜스내셔널 시민사회로 구분된다. 전자는 특정 국가의 이익과 과제를 중시하고, 후자는 보편적 가치와 공익을 중시한다. 1990년대 일본 내 북한관련 ‘인도주의’ 시민사회 활동은 두 가지로 전개된다. 북한 주민의 기아문제를 해결하기 위한 인도지원 활동과 북한에 납치된 일본인을 구출하기 위한 활동이다. 현재 일본 시민사회는 보편적 가치로의 인도주의가 자국 위주의 인도주의에 압도되는 상황이다. 그 원인은 첫째, 시민사회 활동의 전략의 차이 둘째, 보수 시민사회 세력과 정치세력의 공조를 들 수 있다. 이 사례는 시민사회가 국가주의에서 자유로울 수 없음을 보여준다. 일본 내 대 북한 트랜스내셔널 시민사회 활동은 위축되었으나, 지속되고 있다. 현시점에서 이 활동을 과소평가하기 보다는 시민사회의 가치관 변화의 가능성을 고려하는 장기적인 시각이 요구된다.

Abstract

This study aims to analyze the dilemma of Japanese civil society from a humanitarian point of view through two types of humanitarian activities for North Korea. Civil Society can be divided into a ‘National civil society’ and ‘Transnational civil society’ by their identity. The first attaches great importance to national interest and tasks, where as the latter attaches to universal value and public good. Humanitarianism for North Korea can be categorized into two terms in accordance to the Japanese civil society. One is to actively aid starving North Koreans who have suffered since the 1995 flood and subsequent droughts. The other is an effort to rescue those Japanese presumably abducted by North Korea in the 1970's and 80's. This article notes that active aid for North Korea is being cut off while rescuing efforts are increasing. It means that the Japanese civil society has placed a priority on its own country-centered humanitarianism as supposed to a universal one. Causes for this phenomenon can be listed as followed; First, being the strategic difference of two separate activities. Second, the cooperation of the right wing civil society and politicians, showing that civil society is not free from nationalism, though they have the universal identification.
