Abstract

Recently the number of foreigners who want to learn Korean as a second language are growing more and more. Particularly all the before and after of the 2000, drifts of learning Korean are getting different. After the turn of the new century foreign learners in Korean have been very radically changed from foreign students who want to study Koreanology to foreigners who desire to understand Korean culture. It is time to formulate a policy for teaching Korean as a second language. In domestic circumstances the number of immigrants for intermarriage and labor are also growing more and more. the purpose of this paper is to assert that it should be changed and consolidated the policy of teaching Korean for foreigners, immigrants for intermarriage and labor. the Great Power's policy of language and culture promotion in the 20th century is imperialistic and predatory. But The policy of teaching Korean for foreigners, immigrants for intermarriage and labor should be changed to pay one another's regard to his own language and culture. So National Institute of The Korean Language(NIKL)'s policy of teaching Korean should be based on what is called two way culture studying system. And NIKL's policy of Korean promotion should be intensified and supported in a national budget.
