Abstract

Within the domains of market failure and government failure, Social Purpose Organizations (SPOs) hold a crucial role in generating social value and garner support from governmental, market, and philanthropic entities through diverse funding streams and grants. Nonetheless, the management of SPOs’ performance often encounters complexities, resulting in opportunistic behaviors and deviations from intended funding objectives. In response, several incentive mechanisms have been conceptualized and implemented, drawing upon incentive design theory to furnish post hoc incentives based on SPOs’ social performance. Prominent among these mechanisms are Payment by Results (PbR), Social Impact Bond (SIB), and Social Progress Credit (SPC). While these mechanisms aim to gauge social impact and provide incentives accordingly, disparities in design and operational methodologies exist. This paper conducts a comparative analysis of PbR, SIB, and SPC as social performance-based incentive mechanisms, categorizing risk factors pertinent to funding providers’ considerations in their selection and execution. It reconceptualizes risk categories from an investor’s standpoint to that of institutional operating entities and systematically scrutinizes the inherent risk characteristics within the three mechanisms, substantiating these analyses through illustrative case studies. Risks are delineated into five distinct categories: solution, execution, intermediary organization, evaluation, and non-payment, each exhibiting distinctive attributes across PbR, SIB, and SPC. This study contributes to the formulation of guidelines for deploying social performance-based incentive mechanisms, tailored to the characteristics of social issues and alternative solutions. By elucidating appropriate contexts and associated risk factors for each mechanism, this research facilitates informed decision-making among stakeholders, thereby augmenting the efficacy and sustainability of interventions targeting societal challenges.
