사회적기업 육성을 위한 금융지원 방안; 사회성과연계채권(SIB)의 도입에 관한 연구

Abstract

In the situation that our social polarization has been intensified along with economic development, the various main agents of social-economic activities such as social enterprises have tried to solve a variety of social problems with each innovative thought. The government also has tried to expand the financial aid for social welfare areas in oder to strengthen the social safety net. Nevertheless, it has still had the limitation of financial aid which is not sufficient for social economic organization owing to its limit of funds supply. The various attempts, however, to solve the regional problems as well as to flow them into the social-economic area by using private resources have been presented since 2000. Most of all, The SIB (social impact bond), primordially issued in England in 2010, after that, has been issued in America and Australia. It has lively been made steady progress to solve the local problems in developing countries. The purpose of this research is to analyze the overseas examples on SIB, to make implications deduction which is essential for introducing SIB in our country, and to explore the possibilities of financial aid method for promoting social enterprises. As the policy suggestion for introducing SIB, it is vital that the necessity of cooperative decision making among the branches of the government, the importance of joint issue principle enactment with various persons concerned, and the invigoration of flowing capital into finance market by extending incentive payment for private investors and SIBIO (social impact bond initiative organization) be suggested. Besides, it is significant that the necessity of having justice and demonstrating the evaluation on value that each social-economy itself has created, and Index establishment of performance measurement index in national level should be also suggested.
