Abstract

This study aimed to develop a welfare evaluation framework reflecting the organizational characteristics of the Gyeonggi Provincial Council and the welfare needs of its members. A three-round Delphi survey was conducted with 12 experts in public administration, local governance, social welfare, organizational management, labor welfare, measurement and evaluation, and local council affairs. In the first round, potential evaluation factors were explored through open-ended questions and categorized through content analysis. In the second round, the identified domains and components were reviewed for redundancy, clarity, and applicability. In the third round, their appropriateness, comprehensiveness, and practical applicability were reviewed to finalize the framework. The results yielded five major domains, 13 subdomains, and 49 specific items. The five domains were organizational support and work environment, compensation and financial support, health and welfare programs, career development and self-development, and organizational culture and psychological safety. These findings suggest that welfare in local councils should be approached as a multidimensional organizational support system encompassing work environment, living stability, physical and mental health, career development, and organizational relationships. The framework also reflects the characteristics of local councils by incorporating work support, employment stability, mental health, career development, fairness, and participation. It can serve as a basis for diagnosing welfare conditions and identifying priorities for future welfare policy improvement.
