Abstract

The main purpose of the Saemangeum development project is to have many efforts and plans for economic sustainability in various industries through Saemangeum. Among these, for sustainable cruise tourism in Saemangeum, it is essential to first establish policies that can connect competitiveness and sustainability between the project plans. Based on this, cruise tourism should be able to maximize the local economy by ensuring that a portion of the tourists' spending returns to the area. In order for sustainable cruise tourism in Saemangeum to succeed, first, there must be direct or indirect participation from the local community. Economic benefits of tourism related to cruise tourism should be guaranteed to local residents, along with the creation of quality jobs. In other words, specific plans must be prepared to prohibit discrimination based on salary levels, service conditions, gender, race, and physical disabilities. Negative aspects of the development of the tourism industry should also include opportunities for employment, wages, and employment services for low-income groups. This enables sustainable cruise tourism through social equity in the tourism industry. Second, the products must be planned so that visiting cruise tourists can be satisfied. Thirdly, we must strive for the participation of local residents and their well-being. Fourth, the unique culture of the region must be adapted to fit the cruise tourism products. Fifth, biodiversity must be secured. Natural areas (land and marine), wildlife, and their habitats should be investigated and preserved as tourism resources, and plans must be made to minimize damage from development and other activities.
