Abstract

This study aims to understand the change and implementation process of the reusable cup policy, as a resource recycling policy implementation in U-do. To analyze the policy, a multiple streams framework was applied, and three independent streams, policy window, and policy entrepreneurs. Firstly the factor which influence policymakers’ perceptions of the policy agenda include per capita household waste discharge, the number of visitors to Udo, and so on. Secondly, political stream includes domestic and international public opinion on the use of reusable cups and plastic reduction. Thirdly, in the policy stream reusable cups was selected as an alternative to the disposable cup warranty system. The policy window was not opened by central government, although local government implements the reusable cup policy actively. And the central government’s inconsistent policy direction has emerged as an obstacle to local government policy implementation in the case of reusable cup policy.
