Abstract
The purpose of this study is to examine how early childhood and elementary school teachers collaborate as curriculum developers to design transition semester content (achievement standards) and explore its curricular significance. To this end, the researcher conducted a participatory observation of their development process. The study found that participants applied the deliberation process to develop the curriculum in the following stages. First, the participants shared their ideal educational philosophies and practical expectations, collaboratively shaping a platform to establish the direction for curriculum development. Second, they proposed and reviewed potential alternatives for the transition semester content (achievement standards) through a deliberation process, and refined their views and reached a consensus. Third, based on the agreed structure, the participants developed the specific content (achievement standards) of the practical transition semester curriculum. Based on these findings, the following discussions were drawn: First, the national curriculum should be structured as a flexible system that can be adjustied according to local and learner-specific needs. Second, teachers must act as curriculum developers, rather than simply implementing predefined curriculum guidelines when developing local early childhood-primary school articulation curricula (achievement standards). Third, the study confirmed the importance of teacher community where early childhood and elementary school teachers engage in interactive collaboration and deliberation to develop integrated curricula.
