초록
Despite wage and benefit improvements, the hotel industry faces persistent labor shortages with low retention rates. Drawing on internal labor market theory and training transfer models, this study examines how recruitment, training, working conditions, and skill management operate as fragmented silos. Using workforce survey data from the Tourism & Leisure Industry Skills Council (2023-2025, N=104, 107, 150 hotels), time-series and cross-sectional analyses were conducted. Results show labor shortage rates reached 10.1% (2025) with double-digit shortages in Housekeeping (13.5%), Front Office (11.6%), and F&B Service (12.4%). Four structural bottlenecks emerged: internal career pathways disrupted by 39.4% non-regular/outsourced employment, learning transfer mechanisms absent despite rising training investment, total rewards fragmentation across employment types, and skill internalization pathways severed. This study proposes a Company Qualification Framework (C.Q.F)-based integrated HRM framework encompassing competency-linked HR systems, training transfer mechanisms, total rewards redesign, and skill internalization protocols. The findings shift the paradigm from external recruitment to internal circulation restoration, offering policy implications for establishing competency standards and integrated systems fostering retention and internal mobility within the hotel sector.
