기후위기 시대의 환경교육의 수요에 관한 실증 분석

초록

본 연구의 목적은 정책 수립과 실행에 중요한 역할을 하는 충북 지역의 224명의 공무원들을 대상으로 환경 교육의 실태를 분석하는데 있다. 기후위기 대응을 위해서는 개인의 행동 변화와 기업의 변화를 넘어 정부와 지방 정부 정책의 변화가 필요하다. 본 연구는 2024년 환경교육사 2급 양성과정의 ‘지역 환경 교육 수요 조사’ 프로젝트의 일환으로 수행되었으며, 응답자의 93.7%가 환경 문제의 심각성을 인식하고 있음에도 불구하고, 교육 과정에서 환경 교육의 신청율은 낮은 것으로 나타났다. 이는 환경 교육이 필수 교과목이 아니거나, 직무와의 관련성이 낮거나, 환경 부서의 전유물로 인식되는 등의 이유에서 비롯된 것으로 분석된다. 본 연구는 공무원들에게 체계적인 환경 교육의 필요성을 강조하며, 환경 교육을 필수 과목으로 지정하고, 교육 체계를 개선하며, 공무원의 환경 인식과 역량 강화를 위한 프로그램 개발의 필요성을 제안한다.

Abstract

This study aims to examine the state of environmental education among 224 public officials in Chungbuk, who play key roles in policy formulation and implementation. Addressing the climate crisis necessitates not only changes in individual behaviors and corporate practices but also shifts in government and local policy approaches. Conducted as part of the 2024 Environmental Educator Level 2 Training Course under the 'Regional Environmental Education Needs Assessment' project, this research reveals that while 93.7% of respondents recognize the gravity of environmental issues, the integration of environmental education in their training remains limited. This gap is attributed to environmental education being a non-mandatory subject, perceived as irrelevant to job functions, or viewed as the sole responsibility of the environmental department. Our findings emphasize the need for structured environmental education among public officials. We propose making environmental education a mandatory subject, enhancing educational frameworks, and developing programs to elevate environmental awareness and competencies among public personnel.
