본 논문은 현재 기업과 정부에서 추진 중인 기업도시의 한 유형인 관광레저형 기업도시에 대한 시론적 연구이다. 기업도시 개발사업은 기업도시개발특별법의 공포를 통해 이제 제도적인 틀은 갖추어졌으나 우리가 추구하려는 한국적 기업도시의 구체적 모델은 확립되지 않은 채로 사업이 진행되는 상태이다. 게다가 관광레저형 기업도시의 경우는 개발주체인 기업들의 경쟁, 시민단체의 반대 등으로 이해당사자 간에 논란이 분분하다. 따라서 관광레저형 기업도시 개발사업에 대한 이론적, 실제적 측면의 다양한 논의가 시급한 실정이며 무엇보다 개념정립과 특성 파악에 대한 연구가 이루어져야 한다. 본 연구에서는 문헌연구를 바탕으로 기업도시와 관광레저도시의 개념과 특성을 분석하고, 그에 따른 한국적 관광레저형 기업도시의 개념과 특성을 밝혔다. 또한 연구결과를 바탕으로 관광레저형 기업도시의 추진방향으로서 지역중심 관광개발, 네트워크 식(式) 개발, 환경친화적 개발의 세 가지 원칙을 제시했다. 마지막으로 관광레저형 기업도시의 성공을 위해서 필요한 향후 연구과제들에 대한 방향을 제시했다.
Abstract
Although institutional framework for the company town was completed by promulgation of 'company town development special law', the master plan of Korean company town model has not been established yet. Furthermore, the development direction of the tourist- leisure city as company town is on the debate among related stakeholders. Therefore, a variety of research on the tourist-leisure city as company town in terms of both theory and practice is necessary. Especially, it is very needed that a study on the concept and characteristics of the tourist-leisure city as company town as a starting point. For these purposes, this paper analyzes the concept and characteristics of company town and tourist city, and defines those of tourist-leisure city as company town based on the analysis results. In addition, the paper suggests three principles for the development of tourist-leisure city: community-based tourism development, network-form development, and environmentally friendly development. Finally, the directions for future research are provided with research themes.
