사회복지전문직은 통상 원조 전문직(helping profession)으로 불리지만 이념적으로는 인간과 환경 변화를 동시에 추구하는 이중 표적(dual-target)을 지향한다. 본 연구는 환경변화를 위한 사회복지 실천활동의 하나인 정책 옹호활동에 대한 현장 사회복지전문가들의 인식, 활동 현황 및 영향 요인 분석을 목적으로 하였다. 정책 옹호활동에 대한 사회복지조직 최고관리자의 역할과 중요성에 대한 이론적 논의를 반영하여 전국 460개 지역사회복지관과 226개 장애인복지관의 조직최고관리자인 관장 대상의 전수 설문조사를 수행하였다. 회수한 243개 설문지에 대한 분석결과는 응답 최고관리자들이 정책 옹호활동의 중요성을 높게 인식한 반면 자신들이 수행하는 옹호활동 수준은 중요성에 비해 다소 부족한 것으로 평가하고 있음을 보여주었다. 정책 옹호활동에 영향을 미치는 변인으로는 조직 최고관리자의 성별, 옹호활동의 중요성 및 최고관리자의 옹호활동 역할의 중요성인 것으로 분석되었다. 연구 결과를 기반으로 정책 옹호활동의 활성화를 위한 옹호 활동의 이론, 방법, 기술 등을 포함하는 사회복지전문가 대상의 체계적이고 적극적인 교육의 필요성과 방향을 제시하였다.
Abstract
Social welfare is not just a helping profession. Rather it has dual targets of individual and environment changes. The policy advocacy activities of social workers are highlighted in the literature in an effort to change the environment. The purpose of this study is to examine the level of policy advocacy activities and its determinants. Based on the theoretical discussions on the roles and importance of top executives in policy advocacy activities, a nation wide survey of the entire community welfare centers and welfare centers for the disabled was conducted. The survey results of 234 executives of those organizations showed that they strongly recognized the importance of policy advocacy activities, but the actual policy advocacy activities they performed were lower than the level of the importance. Factors affecting the level of advocacy activities included gender, awareness of the importance of policy advocacy, and role of the top executives. Based on those results, practical implications for the systematic and active education of methods and skills of policy advocate activities for social welfare professionals were suggested.
