Given that disaster management requires the central government’s support and actions and that local governments’ prompt response is important, it is crucial to effectively respond to disasters. Thus, considering the current centralized disaster management and safety system hardly implements effective disaster relief, this study is intended to help build a disaster management system where local governments, not the central government, of disaster-stricken regions primarily assume full responsibility for disaster control and relief. Specifically, the current government-led centralized disaster relief system needs to be decentralized in a way that the responsibility for disasters should be taken by local governments, which deal with disasters first before reporting to the central government. Supposing the Busan Fireworks Festival is a disaster-stricken site, this study proposes a disaster response system and organization, specifics to be reported and action plans for each team based on the case study about disaster management systems, applicable laws and how to cope with disasters in advanced countries. In short, it seems necessary to restructure the disaster management organizations and to reconstruct the specifics to be reported and the guidelines for each team to deal with important tasks.
