Montjoy & O’Toole의 조직내적 집행이론의 적용: 보건복지부의 아동 관련 사업을 중심으로

초록

정책집행에 대한 관점은 다양하고, 집행과정은 복잡하기 때문에 정책집행에 관한 체계적인 이론의 개발 및 형성에는 이르지 못하고 있는 상황이다. 정책집행 연구가 시작된 이후 연구의 관점은 지속적 으로 확대되었으나, 실용주의적 관점이 정책집행 분야에서도 나타나면서 학문적인 관심은 쇠퇴하였 다. 이에 본 연구에서는 Montjoy & O’Toole(1979)의 조직내적 집행이론의 한국적 적용가능성을 분 석하였다. 이를 위해 감사원의 ‘결산검사 보고서’를 중심으로 보건복지부 아동 관련 사업의 집행 상의 문제점을 분석하였다. 분석결과, 보건복지부의 아동 관련 사업은 Montjoy & O’Toole(1979)의 조직 내적 집행이론이 제시하는 각 유형별로 분류될 것이라는 가설은 대체적으로 검증되었다. 본 연구의 결과는 정책집행 문제의 복잡성과 특정한 위임사항과 관련된 집행조직 내 관련 조치를 추적하는데 이 론적으로 기여할 것으로 판단된다.

Abstract

Since the viewpoint of policy implementation is diverse and the implementation process is complex, systematic theories on policy implementation have not been developed and formed. Since the start of policy implementation research, the point of view of the research has been steadily expanded, but the pragmatic interest has declined as pragmatism has also appeared in the field of policy implementation. In this study, we analyzed the applicability of Montjoy & O'Toole(1979)'s inter organizational implementation theory to Korea. To this end, analyzed the problems of implementation of the child-related business of the Ministry of Health and Welfare, focusing on the ‘Closing audit report’. As a result of the analysis, the hypothesis that the child-related projects of the Ministry of Health and Welfare will be classified by each type suggested by Montjoy & O'Toole(1979)'s inter organizational implementation theory has been verified generally. The results of this study will contribute theoretically to track the complexity of policy implementation issues and related actions within the executive organization in relation to specific mandates.
