본 연구에서는 다수의 효율적 의사결정단위들 간의 효율성 차이를 구분할 뿐만 아니라 투입요소와 산출요소의 방사적 잔여와 비방사적 잔여를 반영하여 효율성점수를 계산하는 잔여기준초효율성모형(Super-SBM)을 사용하여 서울시 K자치구의 방역소독관리위탁사업의 초효율성을 측정하고, 위탁사업과 직영사업의 상대적 효율성을 비교한 후, 비효율성의 근원과 정도를 설명했다. 본 논문의 경험적 분석결과에 의하면 위탁사업의 효율성이 직영사업보다 47.23% 더 높은 것으로 나타났다. 뿐만 아니라 위탁사업과 직영사업의 평균차이에 대한 t검정과 Mann-Whitney U검정결과, 위탁사업의 효율성이 직영사업보다 유의수준 10%에서 더 높은 것으로 나타났다.
Abstract
Using the slack-based model of super-efficiency, which calculates efficiency scores by reflecting both radial and nonradial slacks in inputs and outputs as well as discriminates efficiency differences among multiple efficient decision-making units, this study measured the super-efficiency of outsourced disinfection management services in K district of Seoul metropolitan city, compared the relative efficiency of contracted-out and in-house services, and then explained the sources and amounts of inefficiency. The empirical results of this article show that the efficiency of contracted-out services is 47.23% higher than that of in-house services. In addition, the result of t-test for the mean efficiencies of contracted-out and in-house services indicates that the efficiency of the former is significantly higher than that of the latter at the 10% significance level.
