수형자 집중인성교육 프로그램의 개선방안 연구

이 연구는 집중인성교육 프로그램의 Ⅰ･Ⅱ･Ⅲ 과정에 대한 프로그램의 운영, 교육내용, 교육강사 운용 등을 중심으로 문제점을 검토하고 개선방안을 제시하는 것을 목표로하였다. 이를 위하여 2015년 4월 현재 집중인성교육을 시행하고 있는 4개 교도소의 프로그램내용과 강사구성 등을 분석하였다. 연구를 진행하는 과정에서 수형자의 인성교육을 통해 재범억제는 물론 건전한 사회복귀를 추구하는 집중인성교육 프로그램에서몇 가지 문제점을 확인하고, 개선방안을 제시하였다. 먼저, 프로그램의 운영과 관련하여, ① 프로그램의 연속성 확보를 위한 제도개선, ② 수용자의 자발적 참여를 유도하는 인센티브 개발, ③ 교육프로그램의 목적 명확화, ④ 프로그램에 대한 평가와 피드백을 통한 한국형 인성교육 프로그램 모델 개발 등이 그것이다. 다음으로, 집중인성교육 프로그램 내용과 관련하여, ① 단순 강의식 교육을 탈피하여 흥미와 참여를 유발할 수 있는 각종 교육기법의 활용, ② 시설 밖 프로그램의 활용 및 교류방안 모색, ③ 주도적 학습 프로그램의 일부 운영, ④ 죄종별 차별화된 인성교육프로그램의 개발 등이 그것이다. 끝으로, 집중인성교육 교육강사 운용과 관련하여, ① 강사 관련 예산의 확보, ② 지역사회 전문가 집단 인력풀의 확보, ③ 내부강사의 재교육및 위탁교육 내지 전종직원의 채용 등을 제안하였다.
Abstract
The purpose of this study is to examine problems regarding program management, educational content and education instructor management on I, II, III courses of the intensive character education program. To this end, program content and instructor organization of four prisons conducting intensive character education as of April, 2015 were analyzed. In the process of conducting research, several problems were confirmed in recidivism deterrence and social rehabilitation effects of intensive character program of prisoners, and improvement measures were proposed in addressing these problems. First, regarding program management, proposed improvement measures are ① systemic improvement to attain program continuity, ② incentive development to induce voluntary participation of prisoners, ③ clarification of objectives of the educational program and ④ development of a Korean model of the character education program through program evaluation and feedback. Regarding program content, proposed improvement measures are ① breaking off from simplistic lecturing to utilize various educational methods that induce interest and volunteering, ② seeking utilization of programs from outside the facilities and exchange measures with such programs and ③ reeducation of employed instructors, education commissioning or recruitment of dedicated staff.
