교정시설내 수형자 대상 집중인성교육의 효과성 연구

본 연구는 수형자 내면의 근본적인 변화를 통한 재범방지에 기여하고자 전국 교정시설에서 실시되고 있는 집중인성교육이 수형자 인성과 삶의 긍정적 변화와 수형생활의 개선 및 수형자의 재범방지 효과성에 대하여 연구하였다. 집중인성교육이 실시된 지 2년이라는 짧은 기간이지만 효과분석을 통하여 집중 교육프로그램의 바람직한 발전방향에 대하여 정책적 제언을 하고자 한다. 본 연구에서는 첫째 2017년도 전국 교정시설 집중인성교육 대상자 9,973명의 “사전ㆍ사후 재범위험성 평가척도”를 실시하여 효과성을 비교분석한 결과 준법태도, 친사회성, 가족관계, 자기통제성, 대인관계의 모든 지표에서 긍정적인 변화가 있었으며, 특히 가족관계, 준법태도, 대인관계, 친사회성에서는 통계상 유의미한 변화가 검출되었다. 그리고 기간별 재복역률 비교분석에서도 집중인성교육을 수료한 출소자가 교육을 받지 않은 미수료 출소자보다 2015년 3.71%, 2016년 0.31%가 재복역률이 떨어져 재범방지에도 유의미한 결과가 나타났다. 또한 징벌집행 비교분석에서도 교육이수자가 미수료자보다 2.62%가 낮게 나타나 수형생활 개선에도 유의미한 결과가 나왔다. 이는 집중인성교육이 수형자들에게 성공적 사회복귀를 도와줄 수 있는 유의미한 프로그램임을 확인 할 수 있었다. 본 연구를 토대로 향후 교정시설에서 이루어지는 수형자 교육교화의 발전을 위한 제언을 하면 다음과 같다. 첫째, 집중인성교육의 전문인력 양성 및 인프라구축이 필요하며. 둘째, 지역에 따른 교육의 질적인 차이를 극복하기 위해 표준화된 교안 제작 및 소규모 교육으로 프로그램 운영의 효과를 극대화가 필요하다. 셋째, 교육생의 자발적인 참여를 독려하기 위해 교육시기의 조정, 인센티브 부여 등의 동기부여 방안이 필요하며 마지막으로 집중인성교육 이후 범죄유형에 따라 심리치료프로그램에 연계하여 치료함으로써 긍정적인 내면의 변화를 도모한다.
Abstract
This project presents the effectiveness of Intensive Personality Education (IPE) on the incarcerated individuals’ interpersonal behavior along with the effect in reduction of recidivism. This thesis then explains the positive reformation on the livelihoods of prisoners. The performance analyses were generated based on the two year contents of the observational analyses and proposes the desirable direction on this education program with the goal of policy making This research conducted the comparative analysis on 9,973 inmates that have participated in the IPE program. After evaluating the assessment, an accurate change in the indexes of 1) law-abiding attitude, 2) family relation, 3) self-control, and the 4)pro-sociality, 5)interpersonal relation were all detected; more importantly, a statistical output was identified in the indexes of 1) law-abiding attitude, 2) family relation, 3) pro-sociality, 4)interpersonal relation. Additionally, there was a distinction on the rate of re-incarceration between the individuals that received the IPE education and the individuals that did not (3.71% in 2015 and 0.31% in 2016). Moreover, the inmates that received IPE program had 2.62% lower rate in the punishment rate that affected a significant amount of the livelihood on the prisoners. These outputs help conclude that this program promotes successful rehabilitation of the ex-offenders. As a foundation of this report, three proposals for the development of the IPE program and the successful reintegration to the society of inmates are as follow: First, additional provision on the specialized manpower and constructing building related infrastructure are critical. Secondly, providing standardized education plan in order to reduce the difference in educational quality by region and implementing small-scale education training need to be practiced to increase the effectiveness of this program. In order to encourage the participants’ operant participation, providing incentive as a grant as well as educational period fixation are also necessary. Finally, based on different types of crime, the incarcerated individuals must receive psychological therapy that will anticipate the positive change on each individual’s personality.
