수출경쟁력 제고를 위한 공적지원수출신용협약상의 상업참고금리(CIRRs)와 이자율변동보험에 대한 고찰

WTO 보조금협정에서 OECD 공적지원수출신용협약을 준수하는 공적수출신용지원은 금지보조금으로 간주되지 않는다. 공적지원수출신용협약에서는 공적금융지원의 최저고정금리를 상업참고금리(CIRRs)로 규정하고 있는 바, 고정금리로 공적금융지원을 하는 경우 적용이자율을 CIRRs 이상으로 해야만 WTO 보조금협정상의 금지보조금이 되지 않는다. 통상 금융기관은 변동금리(Libor , Euribor 등)로 대출하지만, 차주(수입자 등)는 고정금리를 선호하는 경향이 있다. 이자율변동보험에서는 한국무역보험공사와 금융기관이 변동금리와 고정금리와의 차이를 정산함으로써 금융기관에 변동금리를 보장해 준다. 따라서 이자율변동보험은 금융기관의 고정금리부 대출을 가능하게 함으로써 고정금리를 선호하는 수입자(차주)의 수요를 충족시켜 수출경쟁력을 제고하게 된다.
Abstract
Official export credits complying “the Arrangement on Officially Supported Export Credits” shall not be considered as subsidy prohibited by WTO SCM Agreement. The Arrangement on Officially Supported Export Credits regulates CIRRs as minimum fixed interest rates under official financing support. Therefore in the event official financing support is provided with the fixed rate, the rate should be CIRRs or higher. Although usually a financial institutions make loan on Libor base, a borrower (importer) prefers fixed rate. An interest rate risk insurance by K-Sure ensure a financial institution Libor plus spread by making up the gap between Libor plus spread and the fixed rate. Therefore an interest rate risk insurance promotes the Korea’s export competitiveness.
