단기수출보험 민간 개방에 대한 수출기업 수용도 조사 및 수요자 중심의 정책제안

본 연구는 정부가 2013년 8월 발표한 ‘정책금융 역할 재정립 방안’ 중 단기수출보험의 민간 개방 계획에 대해 검토한다. 정책 수요자에 대한 설문조사를 통해, 수출기업은 민간 개방시 수출보험 공급규모 축소, 보험료 상승, 경제위기 대응력 약화, 재벌계열사 특별대우 등 부정적 효과가 발생할 것을 우려하고 있으며, 민간 개방 정책에 대한 효과예측이 부정적일 수록 정부 정책에 대한 수용도가 낮다는 점이 확인된다. 따라서, 본 연구는 수요자 중심의 제도 개편의 방향을 제안한다. 첫째, 수출보험 공급총량이 확대될 수 있도록 정책방향이 수립되어야 한다. 둘째, 보험료가 인상되지 않도록 보험요율 관리체계가 확립될 필요가 있다. 셋째, 대기업 계열 손해보험사의 동일 계열사에 대한 특별대우를 방지하는 감시․감독체계가 구축되어야 한다. 넷째, 민간 손보사가 시장 접근이 비교적 용이한 국내 보증보험 및 신용보험 부문에서 경험을 축적한 이후, 국외 신용보험에 진출할 수 있도록 단계적․점진적 방안이 수립되는 것이 합리적이다. 본 연구의 분석과 제안이 향후 단기수출보험 민간 개방에 대한 세부 집행정책 수립시 참고자료로 활용되어, 수요자 중심의 수출보험 선진화 논의에 기여하기를 기대한다.
Abstract
This study analyzes the plan to open short-term export credit insurance to private insurers in accordance with 'The Program to Reshape Roles of Policy Banks' released by the Korean government in August 2013. A survey research of exporters' acceptance on the plan presents their concerns including reduction of the aggregate supply of short-term export credit insurance, premium increase, limited access to trade finance in times of economic crisis, unfair preferential treatment for chaebol affiliates, etc. The more negative their prediction on the effects of the plan is, the weaker their support toward the plan becomes. Therefore, this study proposes the consumer-oriented directions for implementation of the plan. First, the plan needs to be designed to increase aggregate supply of export credit insurance. Second, management and monitoring system needs to be established to prevent the increase of insurance premium rates. Third, supervision and surveillance system is required to prevent unfair preferential treatment for their affiliates by the private insurers under the control of chaebols. Fourth, a stepwise and gradual approach is appropriate for private insurers to start credit insurance business from more easily accessible domestic credit insurance to more sophisticated overseas credit insurance. These analyses and suggestions from this study are expected to contribute to customer-oriented advancement of the policy-reshaping discussion as a reference in establishing an action plan to open short-term export insurance business to private insurers in an orderly manner.
