Abstract

This study focuses on Hangeul as a foundational resource of global K-content and examines how a virtuous cycle can be established to realize the value-creation potential and sustainability of the Hangeul cultural industry. Integrating Porter’s value chain theory, Throsby’s theory of cultural capital, and the value-generation model of the UNESCO Framework for Cultural Statistics, the study constructs an eight-stage virtuous cycle model (Creation, Development, Production, Distribution, Promotion, Consumption, Feedback, and Re-creation) and sets assessment criteria for each stage. The cycle requires three conditions: strengthened inter-stage linkages, the simultaneous pursuit of cultural and economic value, and a systematized feedback mechanism. The model is applied to qualitative and quantitative data from the Ministry of Culture, Sports and Tourism’s decade-long Hangeul Industrialization Promotion and Support project. By 2024, the project had invested KRW 7.52 billion, identified 137 ideas through open competitions, and developed 76 products. The analysis shows that the creation stage is relatively active, whereas the production, distribution, consumption, and feedback stages are weak. Project implementation also varied considerably in consumer research and feedback and in post-commercialization sales management and promotion. This imbalance broke the cycle that should lead back to re-creation. Stable industrialization requires concrete measures to reinforce the vulnerable stages, such as an activated feedback system. By highlighting the value and potential of Hangeul as a cultural industry resource and proposing a virtuous cycle model for its sustainable development, this study offers implications for future policy design.
