식품의약품안전처는 생산자 위주의 통계를 제공하고 있기 때문에 통계의 종류가 제한적이고 활용도가 높지 않다. 식품의약품안전처와 관련된 다양한 이슈들이 등장하고 있지만, 통계체계가 정립되어 있지 않고 통계의 제공이 부족하여 급변하는 환경을 반영하지 못하고 있다. 본 연구에서는 환경변화에 신속하게 대응하기 위해 식의약 통계 프레임워크를 제안하고, 통계 이용자들이 필요로 하는 통계지표를 발굴하고자 한다. 먼저 기존 통계지표 검토, 빅데이터 분석, 산업 환경 분석, 통계정보 흐름 분석, 공급망 분석 등을 진행하여 결과를 확인하고, 공급사슬과 정보흐름을 비교하여 통계지표가 부족한 부분을 도출한다. 마지막으로 사회 변화를 반영하는 새로운 통계지표를 제시하기 위해 네 가지의 통계발굴 방법을 사용한다. 본 연구를 통하여 식품의약품안전처는 최신 트렌드 반영 등 통계 이용자들에게 실질적으로 도움이 되는 다양한 통계를 다수 생산하고, 통계의 질적 향상을 이루어 낼 수 있을 것이다.
Abstract
Since the Ministry of Food and Drug Safety provides producer-oriented statistics, the diversity of statistics is insufficient and utilization is not active. Various issues related to the Ministry of Food and Drug Safety have emerged, but the statistical system has not been established and the provision of statistics is insufficient to reflect the rapidly changing environment. In this study, a statistical framework for food and medicine is proposed to respond quickly to environmental changes, and statistical indicators required by statistical users are discovered. First, the analysis results are confirmed by conducting processes such as reviewing existing statistical indicators, big data analysis, industrial environment analysis, statistical information flow analysis, and supply chain analysis. After that, the supply chain and the information flow are compared to derive a lack of statistical indicators. Finally, four statistical discovery methods are used to present new statistical indicators that reflect social changes. Through this study, the Ministry of Food and Drug Safety will be able to produce a number of statistics that are practically helpful to statistical users, such as reflecting the latest trends, and improve the quality of statistics.
