섬관광 실태와 활성화 방안 연구 -전남 도서·연안지역을 중심으로-

훌륭한 관광지는 쾌적하고 매력적인 환경이 필요조건이며 지역사회의 문화적 독특성이 충분조건이다. 관광객들은 자연과 역사, 문화의 독특성과 진정성을 체험하고 지역주민들과 교류를 원하고 있다. 섬은 육지와 떨어져 있다는 자체로 신비롭고 매력적이었다. 그리고 인간은 그 섬에 가고 싶고 머무르고 싶어 한다. 섬은 그 자체로 하나의 문화체계를 갖추었고, 다양한 문화교류를 통해 삶을 축적해 왔다. ‘섬의 인문학’이 존재했다. 섬관광의 출발은 육지와 다른 문화의 차이로부터 시작되어야 한다. 섬에는 육지와 다른 생업방식과 가치체계가 있다. 육지의 가치지향성에 익숙해진 관광객들에게 ‘섬’은 일탈과 동경의 대상이 되어야 한다. 이를 위해서는 ‘섬성’, ‘섬문화’, ‘섬의 인문학’에 기초한 개발이 전제되어야 한다. 기존의 대중관광과 차별되는 고품격 섬관광은 이러한 지역주민들의 생활문화에서 출발해야한다. 섬관광의 성공사례를 분석해 보면, 첫째, 섬의 생태환경과 문화자원을 철저하게 활용하고 있다. 둘째, 인근 섬 관광자원과 연계한 관광프로그램 개발이다. 셋째, 관광자원 개발이 지역주민들의 생활로부터 출발한다는 점이다. 섬관광 자원을 풍부하게 보유하고 있는 전남이 섬관광 메카가 되기 위해서는 섬개발 로드맵과 관광욕구 및 가치체계에 기반 한 개발 방향을 설정해야 한다. 그 방향은 섬의 생태·문화·경제 측면에서 지속가능하도록 수립되어야 한다. 이를 통해 거점별 사계절 체류형 명품섬을 개발해야 한다. 개발전략은 섬의 환경수용력(Environment Carrying Capacity)을 최우선 하여야 한다. 무엇보다 지역환경, 지역사회와 문화가 관광개발 희생물이 아니라 수혜자가 되도록 하는 섬관광 상품을 개발해야 한다.
Abstract
A comfortable and pleasant environment is necessary for a good tourist site and cultural characteristics are also essential. Tourists would like to experience the uniqueness of local nature, history and culture and mingle with local residents. To urbanites, islands are novel sites. They would like to pay a visit to an island and stay there. Every island has its own cultural system and islanders have developed their unique life stories. Island humanities have existed. Island tourism should be something differentiated from that carried out elsewhere. Islanders have their own lifestyle and value system. To urbanites, islands should be an escape from the hustle and bustle of their city life. Island development should be carried out with the focus on insularity, island culture and island humanities. High-end tourism, in particular, needs to be something associated with local residents. An analysis of successful island tourism will tell you that it is utilizing the ecological environment and cultural resources of islands, first of all. Second, it is developing sightseeing programs using resources in nearby islands. Third, the development of tourism resources is based on the everyday life of local residents. South Jeolla Province has sufficient island tourism resources. For it to become a Mecca of island tourism, it should place priority on the establishment of a method of development based on a solid roadmap, demand and value system. The direction should be set in a sustainable way, with the ecology, culture and economy of the island(s) taken into account, with the aim to make it (or them)a nice place to stay all year round. Environment Carrying Capacity should be considered first in setting up such a strategy. In developing island tourism products, the local environment, community and culture should be those that can enjoy the benefits, not those asked to make sacrifices.
