초록
This study reviews the limitations o f the Chemical Material Stockpile Reliability Program (CSRP) and suggests using reference samples to improve the evaluation of CBRN protective equipment. Current CSRP practices present several limitations. For permeable protective garments, results show a clear relationship between long storage periods and performance decline; however, for other items, the findings remain inconclusive owing to uneven and retrospective data. This highlights a core problem in the current system: reliance on one-time shelf-life inspections, which cannot capture the moment at which material degradation begins or the manner by which it progresses. To strengthen reliability assessment, this study proposes establishing standard storage facilities and storing reference samples for long-term monitoring. Such samples would allow for more objective measurements, support the early detection of deterioration, and improve the accountability between manufacturers and the Ministry of National Defense. Policy recommendations include phased implementation, short-term improvements in lot management, medium-term adoption of reference samples with training, and longterm integration with digital platforms and international standards.
