우리나라 유아특수교육의 무상교육 수혜 확대를 위한 정책 과제

초록

본 연구는 유아특수교육의 무상교육에 관한 국내외 문헌들을 고찰한 후, 우리 나라 유아특수교육의 낮은 무상교육 수혜율을 높이고, 장애유아 가정의 사교육비 부담을 경감시키기 위해 향후 우리 나라에서 다루어져야 할 정책 과제를 제공하는 것이 목적이다. 이에 따른 본 연구문제는 우리 나라 유아특수교육의 무상교육 관련 법규와 정책의 현황 및 문제점을 제시하고, 이러한 문제점을 해결하고 유아특수교육의 무상교육 수혜 확대를 위한 정책 과제를 제시하는 것이다. 본 연구는 우리 나라 유아특수교육의 무상교육 수혜 확대를 위한 정책 과제로서 다음과 같은 여섯 가지 즉, (1) 비범주적 접근에 의한 보다 넓고 일반적인 유아특수교육대상자 정의, (2) 종합적인 조기발견 정책의 개발과 실시, (3) 일반유치원 취원 장애유아의 교육비 지원 제도의 홍보 강화 및 치료교육 서비스 제공의 확대, (4) 무상교육과 무상보육의 통합 및 연계, (5) 적절한 사정 절차에 따른 유아특수교육 대상자의 선정 및 이와 관련이 있는 시․군․구교육청, 시․군․구위원회 및 특수교육지원센터의 기능 강화, (6) 유아특수교육기관의 신․증설, 장애이해 프로그램과 부모교육 강화 및 무상교육비 지원을 위한 지방자치단체의 재정 확보와 같은 기타 행․재정 지원 강화를 제시하였다. 마지막으로 본 연구에서는 우리 나라 유아특수교육의 무상교육 수혜 확대를 포함한, 교육에 있어서의 평등성 보장을 위해 다루어야 할 추후 과제를 제시하였다.

Abstract

This study provides guidelines for developing a policy that will help raise the low enrollment rate in free early childhood special education and reduce the financial difficulties which parents of young children with disabilities now have due to the private educational fees they must pay for their children. To do this, the study draws upon an extensive review of the literature regarding legislation and policies related to free early childhood special education in Korea and other developed countries, such as the U. S. and the United Kingdom, as it examines the current status and pertinent issues surrounding free early childhood special education in Korea. This study presents eight policy development measures which would increase the enrollment rate of free early childhood special education in Korea. The suggested measures include (1) employing a non-categorical approach to arrive at a more general and broader applicable definition of an early childhood special education target population (2) implementing a comprehensive early identification system, (3) integrating free education and free care services, (4) stepping up publicity activities to support educational fees through a revised voucher system for young children with disabilities who attend general kindergarten and for expanding therapeutic education services, (5) selecting the target population of early childhood special education according to appropriate assessment procedures and strengthening the respective functions of the local offices of education, the special education committees of local offices of education, and special education support centers, (6) establishing early childhood special education institutions, (7) strengthening public awareness and parent education programs, (8) securing financial guarantees from local governments for the support of a revised voucher system to obtain educational fees. Finally, in addition to these steps toward increasing the enrollment in free early childhood special education, this study also suggests further tasks to help guarantee equity in early childhood special education.
