성장없는 분배정책의 한계와 대안

Distribution Policy without Growth in Korea: Limitations and Alternative Policy

초록

한국경제의 저성장구조는 중기추세로 고착화되고 있고 특히 2017년 이후는 본고에서 추계된적정성장률(4～5%)이나 잠재성장률(3%)에 훨씬 미달하고 있다. 분배개선을 통해 포용적성장을도모한다는 명분으로 추진된 소득주도성장정책이 오히려 소득분배구조를 더욱 악화시키는역설적 상황으로 전개되고 있다. 2020년 3월에 엄습한 코로나사태로 소득분배는 더욱 악화되고있다. 부동산정책 실패와 금융시장에서의 유동성함정을 외면한 초저금리정책에 따른 자산가격급상승(bubble)으로 빈부격차의 확산은 계속되고 있다. 소득 최하위 20%의 연간근로소득이코로나사태가 있기 전인 2018년 302만 원에서 2019년에는 286만 원으로 5.2% 줄었다. 소득하위 20～40% 계층의 근로소득도 2019년 코로나 사태가 오기 전에 이미 6% 감소하였으며총소득에서 근로소득이 차지하는 비중이 49.9%로 절반 이하로 감소하였다. 유일한 대안은 소득주도성장정책을 폐기하고 다시 성장잠재력을 회복하기위한 시장친화적인 투자주도성장정책체제(investment-led policy regime)로 전환하는 것이다.

Abstract

The lower growth rate in Korean economy observed in recent years is settling in as amedium-period trend. In particular, the average annual economic growth rate after 2017 isbelow optimal growth rate (4 % - 5 %) and potential growth rate (3 %) estimated in thispaper. It is paradoxical to observe that the income-led policy adopted by the currentgovernment to promote inclusive growth by accommodating redistribution policy is worseningthe income inequality due to the COVID-19 in 2020. The income inequality is deterioratingbecause of speculative bubbles in asset market due to the failure in real estate market policyand low-interest rate policy which has ignored the liquidity trap. The lowest 20 % incomeclass’ average earning was reduced from 3.02 million Won in 2018 to 2.86 million Won in2019 even before the COVID-19 pandemic. The earnings of next lower 20%-40% income classwas also reduced by 6 % and the share of earned income in total income became less than50 %. The only viable alternative policy is to switch from income-led policy regime tomarket-friendly investment-led policy regime by restoring the economy’s growth potentials.
