China's Trilemma: Its Implications on the ROK-China Relationship

제2차 세계대전 후에 생성되어 진화해온 국제질서가 변곡점을 맞고 있다. 중국은 냉전 종식 이후 급성장하면서 국제질서의 혜택을 누려 왔지만, 오늘날 미중간의 대립은 기존 질서를 잠식하는 요소로 작용하고 있다. 이런 변화의 국면을 맞아, 중국이 어떤 상황에 처해 있는지 분석하는 것은 인접국인 한국에 중요하다. 논문은 대니 로드릭(Dani Rodrik)의 세계화의 삼난(trilemma)의 틀을 차용하여 ①중국의 지배체제, ② 중국의 국가통합(영토 유지), ③ 중국의 대외적 선린관계 사이에 존재하는 선택의 삼난을 살펴보고, 그것이 한중관계에 시사하는 바가 무엇인지도 살펴보고자 한다.
Abstract
The liberal international order that was born from the ashes of WWII is facing a turning point. China, having benefited from this international order during its development process, is now encroaching upon it as a revisionist challenger. At this juncture, it is necessary to analyze China’s path forward, particularly in terms of the dynamics between its domestic politics and foreign policy. Such analysis holds great significance for neighboring countries like the Republic of Korea. This paper attempts to examine the relationship between ① China's political system, ② China's territorial integrity, and ③ China's external relations using an analytical framework adapted from Dani Rodrik's ‘Globalization Trilemma’. This paper will then argue that ① should China try to pursue open and friendly relations with neighbors and major global players while maintaining territorial integrity, it may face increasing pressure against Communist one-party rule, ② if China tries to consolidate its political system of “socialism with Chinese characteristics”, it may face greater separatist pressures, and ③ if China holds on to both territorial integrity and one-party rule, this would result in increased external hostility. The paper will further discuss the policy implications of this ‘Chinese Trilemma’ for the Korea-China relationship.
