본 연구는 국내 상담 자격제도가 국가자격과 민간 자격으로 이원화되어 있으며, 각 자격 간 자격 요건, 수련 체계, 시험 기준, 제도적 인정 범위 등이 상이하게 운영되는 구조적 복잡성과, 제도 간 공공성․접근성․실효성의 불균형 문제를 중심으로 실증적으로 분석하였다. 수련 요건, 비용 구조, 감성 분석, 경제성 지수(EFI) 등을 정량적으로 분석하고, 온라인 담론 및 제도 활용 사례에 대한 정성적 분석을 병행하여, 자격의 경제적 부담, 사회적 평판, 정책적 활용성 간의 관계를 고찰하였다. 그 결과, 일부 민간자격은 과도한 수련 비용과 진입 장벽에도 불구하고 제도적 활용성이 낮아 사회적 신뢰 확보에 실패하고 있었으며, 정책 연계 여부에 따라 사회적 평판이 크게 달라지는 양상을 보였다. 이러한 결과를 바탕으로 자격 체계의 일원화, 수련기관 인증제도, 공공 재정 지원, ‘상담사법’ 제정 등의 제도 개선 방향을 제시하였다. 본 연구는 자격제도의 질, 경제성, 정책성과의 관계를 통합적으로 고찰하였다는 점에서 학술적․정책적 의의를 지닌다.
Abstract
This study investigated the structural dualism within South Korea’s counseling certification system, which is divided into national and private credentials. It empirically analyzed the structural complexity arising from differences in qualification requirements, training frameworks, examination criteria, and institutional recognition, as well as the imbalance in publicity, accessibility, and effectiveness among institutions. Employing a mixed-methods approach, the study integrated quantitative analyses—including training requirements, cost structures, sentiment analysis, and the Economic Feasibility Index (EFI)—with qualitative assessments of online discourse and case-based institutional practices. Through this process, it examined the relationships among the economic burden of qualifications, social reputation, and policy applicability. As a result, certain private certifications failed to secure public trust and exhibited low institutional applicability, despite requiring extensive training and imposing high financial burdens. Moreover, the perceived social credibility of certifications varied significantly depending on their alignment with public policy initiatives. Based on these results, the study proposed several policy recommendations, including the unification of certification frameworks, the establishment of an accredited training institution system, the introduction of public financial support mechanisms, and the enactment of a “Counselor Act.” This research makes both academic and policy contributions by offering an integrated perspective on the interrelationships among certification quality, economic sustainability, and public sector utility.
