Abstract
The purpose of this study is to identify the environmental factors behind North Korea’s hostile acts against the South. Since the signing of the Armistice Agreement in July 1953, North Korean authorities have established and implemented strategies to secure their interests in key negotiation situations with South Korea, which is a hostile relationship. However, the reason why they blew up the ‘Inter-Korea Joint Liaison Office’, which was a product of negotiations between the leaders of the two Koreas on June 16, 2020 and which they even referred to as the ‘blood vessel connecting the South and the North’, has not been properly identified. This study assumes that the background of North Korea’s unprecedented act of blowing up the ‘Inter-Korea Joint Liaison Office’ is hostile perception and the environmental factors that formed it. The main research subject is the case of the past operation of the inter-Korean liaison and consultation organization. Through this, the characteristics of North Korea’s hostile perception were examined and the case of promoting mutual liaison offices with the United States, another hostile relationship between North Korea and the United States, was compared. Methodologically, North Korea’s hostile perception and behavioral patterns were analyzed from three aspects: changes in negotiation strategies, connected conflicts, and veto power, using the social and psychological process model of the theory of nemesis relations, an international political theory. Exploring the nature of North Korea’s hostile perception and foreign strategy through the issue of establishing a permanent contact and consultation body that is emerging to initiate a new level of diplomacy with a hostile country can provide meaningful policy implications for negotiations with North Korea in the process of establishing a peace regime on the Korean Peninsula in the future.
