보훈(報勳)과 안보(安保): 한국의 정책에 대한 자유수호의 이해와 접근

이 논문은 보훈과 안보라는 주제와 관련하여 오늘날 변화하는 시대환경 속에서 그 의미를 단순히 애국과 충성이라는 국가중심주의를 넘어 자유민주주적인 의미의 자유의 수호와 인간안보의 증진이라는 관점에서 논의하고 있다. 이러한 자유의 수호는 곧 안전보장을 통하여 평화로운 국제질서의 유지와 직결된다는 점에서 국가공동체를 넘어 인류 공동선으로서의 가치를 지닌다. 이러한 논의를 전개함에 있어서 본 논문은 보훈과 안보라는 두 개념을 갈리(W. B. Gallie)의 ‘근본적으로 계쟁적인 개념들(Essentially contested concepts)’의 범주에 속하는 것으로 가정하여 오늘날 변화하는 안보환경 속에서 보훈의 가치도 국가중심주의의 전제조건으로서 자유의 수호에 초점을 두어야 한다는 점을 강조한다. 왜냐하면, 한반도에서 여전히 국가안보 그리고 군사안보가 중요함에도 불구하고 새로운 국제사회의 변화 속에서 기존의 국가중심적 안보개념에 대하여 인간안보, 지구안보, 포괄적 안보 등 대안적 안보개념들이 등장하고 있기 때문이다. 이렇게 볼 때 한국의 보훈정책이 오랫동안 국가공동체의 독립과 안보를 수호하기 위해 희생한 분들과 그 유족들을 대상으로 해오던 것에 더하여 4.19혁명과 광주민주화운동처럼 국가의 자유민주주의의 발전을 위해 목숨을 건 분들에 대해서도 확대된 것은 매우 바람직하다고 지적한다. 뿐만 아니라, 탈냉전의 세계화 시대에 있어서 인류가 공포로부터의 자유와 결핍으로부터의 자유를 확대하는 방향으로 안보개념을 이해할 때 한국이 유엔의 평화유지활동에 더욱 적극적으로 참여하고 이 과정에서 희생된 분들과 그 유족들에게도 보훈정책의 혜택이 제공되어야 할 당위성을 주장한다.
Abstract
This article discusses the theme of patriots and veterans affairs from the perspectives of protection of freedom and promotion of human security beyond the existing nation state-centric patriotism and loyalty. The protection of freedom takes on the value of common good in that it brings a peaceful world order through security of people. In connection with this discussion, this article posits the concepts of both patriots and veterans affairs and security belonging to the category of what W. B. Gallie calls "essentially contested concepts", for the value of patriotism and veterans affairs should focus on the protection of freedom as a precondition of nation state-centrism. The emergence of alternative security concepts, including human security, global security, comprehensive security, justifies this argument. Seen from this perspective, it is justified for the policy of patriots and veterans affairs to pay attention to the people and their family members who sacrificed themselves for the sake of democratic advancement of the country including April Revolution and Kwangju Democracy Movement in Korea. In addition, it is necessary for South Korea to make an active participation in the UN peace-keeping operations and to reward those people who lost their lives or were severely injured in the process of such operations and their family members.
