포괄적 보육서비스 실천을 위한 지역사회자원 연계 활성화 방안 - 보육시설종사자 인식을 중심으로 -

본 연구는 보육시설에서 실천하고 있는 지역사회 협력 서비스 현황과 지역사회와의 서비스 연계정도를 파악하고, 보육시설종사자들의 서비스 연계에 대한 인식을 분석함으로써 보육시설에서 포괄적 보육서비스 실천을 위한 지역사회자원과의 연계 활성화 방안을 모색하고자 하는데 목적이 있다. 이러한 연구목적을 달성하기 위하여 부산지역에 소재한 보육시설 종사자 중 일차적인 서비스 대상자인 시설장과 보육교사를 대상으로 설문조사를 실시하여 회수된 설문지 370부를 분석에 활용하였다. 그 결과 첫째, 보육시설에서 지역사회와의 연계 서비스로 지역의 인적자원을 아동대상 특별교육과 교사교육에 활용하고 있으나, 지역주민에 대한 교육과 시설개방, 모금활동은 저조한 상황이었다. 둘째, 지역사회자원과의 서비스 연계정도는 서비스 의뢰와 정보교류 수준에 그치고 있으며, 연계대상 기관은 보육프로그램의 운영에 필요한 보건소와의 연계, 저소득아동 보육료 감면대상자 선정을 위한 행정기관과의 연계가 대부분이었으며, 보육아동과 교사들의 보육을 위한 인적자원에 대한 교류에 비해 물적 자원에 대한 연계는 열악한 수준이었다. 셋째, 서비스 연계의 어려움에 대한 응답 결과는 업무과중에 따른 시간과 인력의 부족, 정부의 관심과 재정지원의 부족, 활용가능한 자원이나 정보부족 순이었으며, 서비스 연계가 활성화되기 위한 선행요건으로 전담인력의 확충 및 재정지원, 종사자의 처우개선이 이루어져야 한다고 분석되어 포괄적 보육서비스 실천을 위해서는 전문인력 배치와 재정적 지원, 자원연계 구축의 필요성이 제기되었다. 이러한 실증적 조사결과 분석을 통하여 보육시설에서의 지역사회자원 연계 활성화 방안을 제시하였다.
Abstract
The objectives of this study were to survey the current state of community-based services executed The objectives of this study were to survey the current state of community-based services executed by childcare centers as well as the level of linkage between community and services, to analyze childcare center workers’ perception of service linkage. The results of this study could be used to suggest methods for activating linkages to community resources in order to develop comprehensive childcare services practices at childcare centers. First, according to the results of this study, community human resources were being used in special education for children and teacher education, but education for local residents, the opening of facilities and fundraising activities were not active. Secondly, the linkage between community resources and services was limited to service requests and information exchange. The target linkage institutions were mostly public health centers that operated childcare programs and administrative agencies that determined the beneficiaries of childcare fee exemption for children. from low-income families. Compared to the exchange of human resources for childcare, linkage to material resources was weak. Thirdly, when it came to difficulties in service linkage, the respondents mentioned lack of time and manpower due to excessive workload, lack of government interest and financial support, and a shortage of available resources or information. As to preconditions for the activation of service linkage, respondents mentioned the expansion of full-time personnel, financial support, and improvement in the treatment of workers. The results suggest the necessity of the deployment of professional personnel, financial support, and the establishment of a resource network for the practice of comprehensive childcare services. Based on the results of the empirical survey, we suggested strategies for strengthening linkages to community resources at childcare centers.
