Abstract

This study examines gold mine development in Manchuria from 1884 to 1911 and its impact on the Qing Empire’s frontier governance restructuring. Triggered by the discovery of illegal gold mining by Russians and Korean settlers in Mohe, the Qing government began a state-led mining initiative to secure borders and reassert control over its northeastern periphery. The Qing suppressed illegal miners known as jinfei and installed military garrisons and customs posts near gold mines. Revenues from state-managed mining sites—especially in Mohe, Guanyinshan, and Sanxing—were allocated to provincial military budgets in Heilongjiang and Jilin, indicating a fiscal-military integration. Beyond economic goals, the Qing established new administrative districts in mining zones and co-opted former outlaw miners into official roles, thereby strengthening state authority in contested regions. Mines thus became strategic assets in border defense and state expansion. This paper argues that gold development was not merely economic but served as a core instrument in reorganizing Qing rule in Manchuria. The legacy of this policy continued under the Republic of China and Manchukuo, shaping modern border governance in Northeast Asia.
