중국 농촌토지 제도 개혁 하의 농민공의 지역 간 이동성 연구

초록

도시화 발전 과정에서 농민이 도시로 이주하면서 농민공의 지역간 이동성은 빈번하게 나타났다. 이는 도시 -농촌 통합을 저해하고 있으며, 농민공들은 도시에서 반도시민으로 도시에 잔존해있다. 신형도시화 과정에서 발표된 농촌토지제도개혁은 농민공의 도급지 자산화를 실현해 도시에서의 안정적인 정착과 도시화율 재고를 위한 도시민화 전환을 목표로 하고 있다. 본 논문에서는 이러한 연구배경에 근거해 주요농촌토지개혁인 토지사용권 이전과 토지유상포기제도가 농민공의 이동성에 미치는 영향을 보고자 한다. 이를 위해 토지제도개혁과 농민공의 이동성간의 상관관계를 보고 농민공의 지역간 이동성 양상과 특징을 근거해 이에 대한 함의를 도출해 보았다. 연구결과 농촌도급지의 이전 농민공 규모와 증가속도 대비 큰 변화가 없었으며, 농민공의 도시 정착과 도시민화 전환에 있어 농민의 토지의 속박과 의존도는 지속되고 있는것으로 농촌토지제도개혁은 여전히 진행중에 있다.

Abstract

In the process of urbanization as farmers moved to cities inter-regional migration of peasant workers have been continued. However Most of peasant workers remains in the city as rural hukou holders. Their migration is one of the important issues in China. The Chinese government announced important land institution in the new urbanization which were land compensation institution reform and rural land institution reform. The aims of the reforms are peasant workers to transform into urban residents in the city. In this paper I research the correlation between the rural land reform and the regional migration of peasant workers and the characteristics and analysis of inter-regional mobility of farmers and their implications. As a result of the research the growth rate of rural contract farmland transfer has been delayed furthermore there was no significant change in the size and growth rate of peasant workers. Furthermore many of relocation farmers were rely on land compensation however their amount of compensation was insufficient. In the relinquishment of rural contract farmland rights also required to sufficient compensation in terms of remuneration for land abandonment On the peasant workers’ transformation to urban residents and the reform of the rural land iinstitution are still in progress.
