Abstract

This study looked at the process in the shifting of the U.S. occupation's basic policy orientation from reform to economic recovery, that is, the “reverse course.” This work was done at four levels of analysis. At the level of international politics, existing studies claim the Cold War was the cause. However, it is unclear whether the incident of the Cold War made a policy decision or whether the policy made a Cold War situation. The explanation that it is due to Japan's economic difficulties and the Japanese government's sabotage also raises more questions than answers. The explanation at the level of policy-making groups illustrates the specifics and processes in the organizational shuffle of the Truman administration, the emergence of an anti-MacArthur coalition, the role of unofficial interest groups and the media. But it has the limitation of having to look at all the details. At the level of rationality of the top policy-maker, the importance of the election, the political power of the individual and the organizational management style are considered. When these four levels of analysis are considered comprehensively, it produces better explanation on the power.
